The short answer is - no, not at the moment. However you could achieve this by ripping the assets from the VOBs you want to combine and remuxing them as a single VTS in an authoring application. Then this VTS could be "replaced" over the original and you could delete the other VTS.
There are also some freeware apps from the ripping scene which allege to concatenate VOB files without ripping first - but, I haven't tried any and there would be no guarantee that the results would be spec-compliant.
